Consider 3 points - O (the origin), A (the end point of the line), and B (the point you want to get closest to along the line). You want the point on the line that is closest to B - lets call thay C. Snap points shapefile to line shapefile using shapely. I have 2 datasets: 1) a road network shapefile which has many polylines and 2) a bus stop shapefile which has many points representing bus stops. My points shapefile has CRS of EPSG 4326 and my line shapefile has CRS of EPSG 29617.
